Its nothing to do with your GPU. I have a 4070Ti and do not encounter this issue.
Usually the MS Visual C++ Runtime Error is related to missing Windows Updates, prerequisite required updates, version of Windows that is required or that your Windows is not Licensed.
First Step option is to -
1- Run Windows Update troubleshooter.
2 - Run System File Checker.
3 - Uninstall the Latest Updates.
4 - Reset the Software Distribution folder.
5 - Install the Update Manually.

IMO, never fails me, is to uninstall all current versions of VC++ from your PC, restart your PC, then install the oldest (2012) and each consecutive one up to the latest. Dont install the Latest first because then the older ones wont install. This will cover any programs or games you might play that require an older version or have a compatibility issue.
