It does the same things in most game.
It's a known Steam issue. Cancel your download, clear your download cache from Steam and ensure the drive you're installing the game to has more than double the free space available as the game requires.
The OP got stuck at 100% usage on an SSD, and you can bet their Read/Write performance was in Kilobytes/s.
Which is a telltale sign of DRAMless SSD.

Tried this and it instantly fixed it. God advise.
Note: If you don’t have enough space on the disk, it’ll create on another disk with space, and that will take forever. Go to Steam / Settings / Downloads / Local Network Game Transfers and disable it.
I have/had the same issue. Game always gets stuck at 6% with apparently no network or disk activity. However after 20-30 mins with zero movement or activity the game miraculously completes. So as frustrating as it may be to not see any progress, be patient and it should sort itself out in the end. I hope this works for everyone; I was at my wits end trying to solve this and wasted countless hours cancelling and reinstalling the game/update.
Edit: Just noticed DannSKiller's post above and he's all over it; just let your PC do it's thing and Steam should sort itself out in the end. Also you may want to disable your power saving settings if you're not going to be actively using your PC while you wait.
