Rock solid 60 FPS. Tried going up to ULTRA but got some minor dips, so I set it back to high and left it there. I could probably tweak a few settings, but it looks fine on High.
Put TSR at Performance or Balanced mode and then you should be able to bump back up to medium everything. Restart the game afterwards.
Where do I change TSR setting?

The stutters is because of the shader caching.
Games forgot or completely didn't want to preload shader cache. Ghost of Tsushima released and it precaches your shaders before playing the game, which is good optimization.
The cutscenes are locked at 30FPS which don't bother me.
