There is always going to be 1-4 people in a zone at any given time. Wether or not you actually see and play with them is dependent on where you are compared to them.
disabling invites only prevents manual group invites. However, if you do the same mission as someone else, then you're still obviously in the group for that specific mission, because there can't be 2 instances of the same mission on the same map and having one player to wait for the other to finish would be nonsensical.
As others have said like nearly a year ago: do private lobbies if you want to prevent that. This didn't change with the full release and is still possible.
