Ive encountered plenty of ppl talking and im playing on the notoriously silent EU servers with all the different language where everyone is scared to talk english.
Edit: Solo queue teammates arent THAT bad, won a ranked tournament in Silver with two randoms like two hours ago.

This is besides the point. I am aware how the vc works but it simply just doesn't work as intended and or people don't use it as I stated. You winning a few games doesn't give a meaningful reputable to my own experience(s). Simply winning doesn't prove/disapprove anything as people can win whilst carrying the whole team on their back. The problem still stands.
Agree to an extent. I have played with some teammates who are short a few fuses, but I will also say, I am willing to bet the majority of people are not communicating and coordinating with their random teammates either which makes it out worst than it is. Communication in these types of games is important. Don't expect to win against a team who is communicating when you're with random teammates who have VOIP off.
But we need to relearn this again.
