You can get lvl 3 armor from the bots every single time you play covert ops, that sells for 18-20k on the market. Then factor in grabbing 3 random guns from the bots, looting crates, etc. Its not hard to get 20K minimum each run on covert ops just by sneaking around and exfil. You can easily get 25K+ if you know where all the good loot spawns or luck up with loot inside of crates being purple.
Can't say now to better ground loot
It's designed this way. It uses a rotational drop rate. At the start of each week you will get more rare valuable drops and as the week goes on you get less and less drops worth money. It's just another part of the game designed to get you to spend money.
So if you really like the game (not sure when the week starts) you have to figure out when the higher drop rates occur and only play during those days as it's designed to reduce your money or worth through the rest of the week. This is a global rotation too for each region so everyone is draining the rare loot at the start of the week until it's drained.
You could just play the game 2 days out of the week if you are having issues just do it at the start of the week also pick up all the free stuff. Then when you have enough money to keep playing do more stuff.
It's a usual trick in the mobile game industry. Creates what is called the carrot usually. It's designed to get you to think you scored big then later when you are losing money for no reason it makes you think if you keep going you'll get more loot eventually but the game is rigged during the middle of the week to the end of it.

It's designed like those ENERGY METERS in mobile games. You get ENERGY (KOEN) at the start of the week then as it drains you have to charge it with your credit card. It's wildly good system design because it prevents players from realizing what is happening. Yet doesn't stop you from actually playing when you run out of "ENERGY". Most mobiles games have also gone this route as well to keep letting you play and you just charge up "ENERGY" for certain aspects instead.
These are the new designed mobile monetization tactics. Which are more heavily used in countries like India, China, and Russia. Although ironically the people at ActivisionBlizzard created a good number of these tactics (they own Clash of Clans etc,. and have developed newer monetization methods).
