You are disguised as a scav but in reality are a Covert Operator (hence: Covert Ops!)
So basically you are still the enemy of the scavs.
Only way to be friendly with other (player) scavs is to use the team building which is also available as Covert Ops.
While technically all player scavs are friendly to each other, assume they are just an enemy as well. Makes life easier.

People just don't get that the perfect "simulation" doesn't exist, there's always gonna be some flaws in some way.
Want the perfect exfil feeling? Join a military contractor, doesn't get more real than this.
And while it's indeed annoying to some point to not be able to have proximity chat (for now), i only recall like 3-4 interactions over several years that actually lead to people not shooting each other in the face anyway.
So yeah, nice to have but in the end meaningless.
I like scav play the most, would lke if there was no timer at all
Is it some kind of ettiquete? Folklor? Roleplay?
If i can get a can of tuna from that kill I'll do it.
