im not who to judge but back on tarkovs release i played it with a 1050Ti and it was 30-45 FPS at most, now in 2024 i cant be demanding that on tarkov
and i bought a 6900xt pretty expensive at the times of crypto kids trying to become rich fast with mining , now a 3080 is pretty cheap even a 2k series is affordable

Its nothing to do with optimisation, its the capability of the weak GPU's you mentioned (they where already weak the day they released) vs current/next gen game engines, no amount of optimisation will make the performance better on the above GPU's.
If I'm not mistaken the PC version runs on Unreal engine 5, the issue you have is for it to run better on older, less powerful hardware they would have had to have built the game on an older Unreal engine, if they plan to support the game for many years its best just to build the game on the latest engine rather than have to use the massive amount of resource it would cost to to port the game over to a new engine in a few years time.
