I don't know elsewhere, but at least under European law they will 'have to' refund. That or have a massive lawsuit that will probably kill the game and their little dev studio in the long run...
The main reason why they will lose such a lawsuit is because the game is not a "delivered product" yet. Since it is a beta. Therefor, if they were to ever release 1.0 with it's current recent changes, that would mean they lied/Scammed and are forced to give refunds anyway.
There is literally no way out of this for BSG, unless they revert back to what was promissed (advertised). But the damage has already been done. They just lost a ton of legit players to this drama, even if they do revert it back, they aren't coming back. I, for one would love to know which dumdum greenlit this change, thinking it was a good idea...
