If you guys really had a 13900k and a 4090 running 32 or 64 gigs of ram you wouldnt be having those issues. 2 people from my discord also have the same setup, nobody has issues.
Watch some streamers with this exact same setup play the game. Nobody has those problems.
Guess all the guys saying they have a 4090 setup with 7800xd or 13900/ 14900k are just lying about their system specs and running a lower end setup.

4080 super, 12900kf 5.2 Ghz OC, 32 gb DDR5, on a NVMe,2 SSD 4th gen, game has micro stutters. Your friends likely get them and you don't see them and just as a mention, you wouldn't see it on a stream either. Game runs marvelously, no issues, but once in a while out of no where, I get a hitch for 0.5 to 1 second. It's enough to be an annoyance, but not enough to hurt me.
Of course I notice micro stutters, I work in IT.
My overall system latency is at 3.5ms while playing this game.
Not a single stutter or hitch with any spikes, installed on a regular SSD.
I mean the game is hardcore pay 2 win and got other issues like borked audio but for me it runs completely flawless.
You can indeed see stutters, micro freezes and screen tearing on stream, Idk what youre even talking about.
If your game hitches for 1 second (which is a lot when in the middle of smooth gameplay) your system is filled to the brim with crap and probably using old drivers maybe even an outdated Bios on your board.

For Anyone using 12-14th gen Intel's I would also recommend changing "ValueMin" to "100" - this actually has something to do with these CPU's that changing ValueMax only might not work. Check that if it helps.
Having tried almost everything I can find/think of, I'm starting to think it may be a windows user account permissions issue.
