Yes and everything works fine. I claimed the steam key via Twitch drops yesterday around 11AM and I've been granted access today at 9AM.

When you receive a key, can you only activate it on Steam? Or do you still need activation on the game website?

I claimed a key through game's websites and activated it ONLY here on Steam. Once you claim (or activate, who knows) a key, you'll get access within 24 hours.

only true if it's a twitch drops key. If it's just a plain key someone like a streamer gave you and you enter it in steam before the website, it seems you are locked out and cannot be activated.

Correct, but if you enter it on steam first that no longer works and you're screwed.
