Does the "Improve current armour" divine blessing reset for new armour?

I mean there are only so many tiers of the blessing, does it reset to Tier 1 if you switch from a max upgraded piece of armour to a new unupgraded piece of armour? Or does upgrading early armour lock you out of fully upgrading late game armour? Or what!?

It's individual and every armor can be blessed.
