"No Stone Left Unturned" stuck at 3/4

I saw a couple of threads about this but there was no definitive answer, did anyone find a fix for this?

Unfortunately no, you will have to seek S.A.M to unlock it and save yourself time & trouble.

In theory, if you luckily backup the save before purchasing all items in a shop, you can try reloading them and rebuy them all again to trigger the achievement.

But all of that is my delusion when reality - no matter how hard I tried deleting all the saves, configs, turning off steam cloud, uninstall and reinstall, going Steam offline mode, the bonus shop just be there and... well, fully unlocked. So the bonus shop trigger must be saved somewhere directly in game data files, not saves.
