Every so often, someone posts a question unrelated to the game, in a game forum here on Steam. And generally, like you, the person doesn't even own the game, so it's probably not that they just misclicked on a specific game.
Do you mind if I ask, out of curiosity...how did you find this place?
As for your issue, my guess is that whatever your display driver is doing is probably the thing at fault, since it seems that whatever is happening happens when you go from a fullscreened application to normal Windows.
You might be able to avoid this by using a borderless windowed form of fullscreen. Ys Origin has this, if I recall correctly; I dunno about GTAV.
