It is possible to dislike one part of a game but still like a game overall.
Yakuza 3 CIA, secret brother
Yakuza 4 rubber bullets, betrayal after betrayal
Yakuza 5 Yume, and most boring story
Yakuza 7 locker babies
Here, it's like every time Kasuga is about to do something remotely interesting, we get a time skip and a flashback explaining how the remotely interesting thing didn't happen.
That said, yeah, the story in this game is like Yakuza 4-6 mediocre.

say you find a game you truly enjoy. it has a fantastic story, fun gameplay, everything you could ever want. except...... it doesn't have borderless fullscreen as an option. GASP
are you going to give it a negative review for that reason alone? if you're smart, then no because you found yourself enjoying other parts of the game over the bad stuff, and expressed it properly.
