I currently have 3 charges with Aladdin and I'm 10 minutes into a run. Seed is 17358.
EDIT: I've been testing this more and it appears to be an issue where the power triggers early if your character touches an enemy during the animation, thus making the power "not fully charged" even though I'm holding the button for the whole of the animation.
Yep, still happening. The skill is used even if you keep holding the button, it goes early as it should. Dunno if because you touch enemy middle animation or because your mouse are hovering it, at this point almost impossible to fully charge the skill.
