I also think that intangible should work all the time. It makes no sense that some attacks can still damage you, I think between the cool down of your abilities and the spam of bosses there is no need to nerf intangible this way. Or at least make it clear what intangible can go through or not, and give us a way to avoid that damn laser!
I love the game and can't wait for 1.0, this won't keep me from playing, but I would love to see some improvement on that last boss.
Once you understand how to avoid it, it's not that difficult to do.
There's a "charge up" time before the hands start spinning, you'll see them slowly moving from where they are towards the border of the arena. When you see that, go toward the center and stay on either side of the ideal segment connecting the hands.
Then the attack starts, the hands start spinning, watch in which direction they spin, and start moving in a spiral-ly way in the same direction, going from the center towards the border. You'll need to dash exactly once in order to avoid any damage from start to finish.
That's pretty much it, really.
