Ultimate

I reached Level 5 on the snow queen, but when I loaded into a new game, I still a "locked" icon over the last skill box. I'm assuming that is for the ultimate skill. Shouldn't I have unlocked the first one by now? Any help is appreciated.

The first ultimate is unlocked by default, which is the frost ray for Snow. The second ultimate, which is what that last locked icon is, is her 2nd ultimate which you get after rank 6.

Just found out you have to be "level" 5 during a run to use an ultimate. I guess that's fine for when we get new maps, but seems kind of silly when there's only 1 map so far. Thanks for the info!

access to the ultimate at level one would be silly, you could run to the first event and clear it by pressing F pretty much.
