past and future zodiac rune skills

I am confused why these cost 3 points and only give 2.5 increase. Normally that costs 1 point. Am I missing something here?

Its 2.5 percent per half red heart.
Helga by default has 3 red hearts so that's 15%. She has another skill in her constellation that gives 2 more red hearts for a total of 25%.
Add in some more red hearts from relics you can a boost higher than 40%

oh I read the tooltip 10 times and didn't realize it was per half heart.
That makes it way cooler. Maybe write those words?

The words are written on the character select screen, though I do agree it's a bit confusing the first time you see it, as it's not mentioned on the skill itself.

It would also make more sense for hidden hero.

Its the innate buffs that Helga cycles between.

Wait hold up, it's like real world based? If so that sounds like a horrible skill then
