What is "required soul card level"

Looking at equipment some say "required soul card level x" ex: required soul card level 35.

What does that mean? Does that mean I get the perk of the equipment once I get 35 soul cards?

Yes, soulcard level = number of soulcards. You can check your current level in the stats tab near the top.

Tainted cards (with soul shop upgrades) also count for 4 cards each time, so it's not hard if you aim to get a high soul card level quickly

Also, it never hurts to make at least two sets of gear, ones that open up early on with negative modifiers and then higher level ones with no negative modifiers... Lately I stick to my negative modifier ones but before SSS gear sets it helped a bit.
