Upgrades need to scale with difficutly.
this makes the game to be rather bad now :(

The game has scaling, though. Descent Into Hell, Fernanda's Scaling Hell, Endurance of Vild, Dwindling Fire and Cooled Steel all scale indefinitely, as far as you can go.
There's absolutely no reason to think the game is designed to be Touhou. :P
This is a Bullet-Heaven.
You're supposed to get silly overpowered.
