Closest that could come would be the spiked chain attacks the shadar-kai iconic has (and shadar-kai assassins and 3bc pirates npcs get).

Left-side column. It's actually amusing to use, but no idea how it scales into epic as my shadar is just 'if the guild needs a thief in that level range' mule. Was tempted to make a shadar tank (pally or fighter) and use that for giggles, but tanks got improved so the idea was shelved.
As soon as they start using the whip jump back and switch to range weapons never try and tank them with whip going.
Once you get the pattern down they are squishy.
*amused* Mind telling that to a few of our non-tank melees? They like to stay in convinced they are just 'one hit' from killing them.
Honestly yeah, it's rather easy, unless of course there are multiple and you're in confined spaces. Trapped in a small side room with 4 shadar is an owie, especially if you lack any CC (like stunning ___)
Though thread (well the divergence of) is with players using that attack. Upon which case, thanks to the bloody timer: jump INTO the damn whip people, take your mobs into it and not away from.
*glares at idiot tank intimidating all the mobs out of the whip and leading them away from it. Yeah, you can dps them yourself, i'm refilling my coffee =P

So... you don't find that that attack grabs sufficient aggro to kill off your typical rogue? 'Cause that was my concern with it.
For record, mostly used it in a party, and wasn't the only shadar, so never really was an issue with aggro. By the time the whip ramped up enough, they were debuffed heavily. Couple with theat downs and tank having intim/threatups...
That said, pretty sure if you tried to solo mob it up and hit the whip you'd melt as per thief IF the initial is that nasty, and if you have no healer.
Mind you, the damage seems to scale poorly into epic and is suicidal on EE. I've only used mine for upper heroics (she's parked to be a detrapper for the guild for that range).
All in all, the whip seems more novelty. Now their shadow jaunt and such have more utility, but that's another topic.
Who knows, maybe they will do a racial repass after they finish unbalancing further all the classes (next up: casters and unarmed monks), and melee power or such will effect it (or maybe it does and noone notices).
