It depends on how many points you have to build with. 32 is generally the minimum, and they always require epic, super creafted gear. Do w/doug and duggie on to the forums.
A lot of the builds posted on the ddo forums a predicated on the "32+ point build, +2~5 tomes", or being built around some rare item... NOT something a new player has, nor something to waste on a character you're not even sure you'd enjoy.

A 'good build' would depend on playstyle, and so depend on you. That's the first question. Ranged? Melee? Pure or splashing?
The actual build beyond that would simply be (near)maxing your primary attribute, having a good CON, choosing feats that support that style of play and putting skill points in survival and function skills.
e.g. an assassin rogue would have int and dex up (They get dex for hit/damage, and int governs assassinations and amount of skill points when leveling), with a good constitution.
feats...previously they went up dual-wielding, which could allow for multiple assassinate attempts on the same target... but single wielding might be nice, with it's double damage and stacking haste effect. precision would also be good to further lower fortification and allowing crits on undead and such.
skills: thiefy: search, spot, disable device, locks... survival: balance, hide, move silent, jump, tumble... always nice: Use magical device
meanwhile a mechanic rogue would prioritise int even higher, as it gets int for damage. As it's more rangy feats would be instead precise shot/imp precise shot and so forth. Skills would stay the same.
If Miss Futa posts something about DDO and it can be taken two ways, assume the more negative one. I believe the point was that the builds on the forums were for ubers and min-maxers. Could be right. Still the place I'd go to look.
Actually, what's funny about Miss Futa is how much negativity she posts about DDO, yet on my thread 'Everything that's wrong with DDO... from a FAN', which practically begs for negative posts... there's not a one from her. I'm kinda scratching my head over that one.

Rangers who go AA.. get the Paralyzing Arrows enhancement as quickly as possible. The DC on a regular weapon with 'Paralyzing' is 17. The DC on the AA Paralying Arrows gets to 26 iirc. And it procs on every hit. Imp precise shot + multishot + Paralyzing Arrows tends to paralyze everything even into epic levels. It's too bad they fixed it so it doesn't work on undead and constructs anymore, but it's still uber. If you do Elf you can get the 'Dex to Damage' enhancement and become a single-stat build (regular rangers get Str bonus added to damage and Dex to hit). Point Blank Shot is the best choice for L1 feat. Take as much Dodge bonus as you can fit in (Dodge, Mobility, Shot on the Run.. I think it also adds Dodge, idr for sure).
Stats for an (Elf) AA: Str 12 (Mostly to reduce the likelihood of Ray of Enfeeblement making you Helpless) [if you don't go Elf, you'll want more, if you can], Dex maxed, Con as high as feasible, you can dump Wis, Int & Cha (but if you dump Wis, you will be delayed in casting until you can use a +3 Wis item to push your Wis to 11 for L1 spells). Definitely need no more than 10-12 Wis. Ranger spells aren't that awesome anyway.
If you can find Smiting and/or Disruption bows, skip those enhancements and just use the bow.. on top of the insta-kill possibility, the bow does additional damage and last I checked the bow's effect doesn't stack with the enhancement.
Points into Deepwood Sniper can be nice. I think Core 3 is the one that on-hit makes the target turn around and be vunerable to a sneak attack for a second. When the target is running toward you, that ALSO stops them for a second.. very handy. Biggest enhancement question for me when making an AA is which Tier 5 I want: Extra Favored Enemy and more damage to all FE on Deepwood Sniper, or the Slayer Arrows on AA.
That's as close to a 'build' as I'm willing to post.

Not sure which part you're asking about. Heretical hit the nail on the head for the last point.. trying to figure out what you're going to take at the moment you need to level puts time pressure on you if you're running with a group who wants to move on to the next quest. That makes it much more likely you'll make bad decisions and wind up having to fix your toon later, at a cost of anything from plat to Siberys Dragonshards (for feat swaps) to Turbine Points (for a Lesser Heart) to a toon delete.
If the other advantages of the planner were the focus of the question, all I can do is tell you what I've had happen to me in building a toon WITH the planner. First, I decide on all the feats I plan to take, then I try to prioritize them in a 'perfect world' sense.. what I would take in what order if there were no constraints. Then I actually pick what level I'll take which feat. Often, with multiclass toons or ones with class feats, I find I can't take them in my 'perfect order' because I would need to take a feat in the wrong type slot (usually a regular feat in a class feat slot) or some other prereq doesn't exist yet. Discovering that AFTER you've already taken the wrong feats a time or three can lead to multiple feat swaps to fix the problem.. and feat swaps can get very expensive at higher levels. Sorry I can't be more specific than that, but the planner has saved me from painting myself into a corner on a lot of builds.
[There's a pretty major rewrite going on on the planner atm, so it may be out of date on a few things. I haven't looked over there lately, but the Epic levelling stuff wasn't very complete last I looked, and it's possible the recent Bard Enhancement changes aren't in yet.]
