I am a lvl 4 paladin and I have tower shield proficiency but my tower shield says -2 attack?

Sorry, but this one's wrong: a Tower shield ALWAYS provides a -2 to attack; the non-proficiency penalty is much worse. (And they specifically mention that they have the proficiency.)

The logic is that a tower shield blocks your view and your weapon because it covers so much of the space in front of you, so it makes it harder for you to hit your enemy, as well as harder for them to hit (and/or damage) you.

Note that while a -2 to attack may feel like a lot at low levels, at higher levels it becomes a pretty trivial penalty.

this is correct.

Luckily in DDO attack is different than tabletop, even if your attack stat is abysimal, you're not gonna miss attack on rolls of 2+ but do "grazing hits" and even then you'd have to put an effort to gimp your build so much that you get grazing hits at rolls of 10 plus (doable but as said, you'd have to make gimp for it)

example: I currently have my main as lvl 32 fighter and have alt as lvl 32 barb.

barb has attack stat almost 50 lower than fighter but still often hits (does not get grazing hit) at rolls of 5+ in legendary content.

Not to mention having a 50 lbs. hunk of metal hanging from one arm would kind of throw your balance off regardless of how used to it you are.

Unless your one arm has 36 str while your other has 32?:D so on average you have 34 str?

Strength matters, sure, but inertia is still a thing.
