Yep. There's a DC limit. That doesn't make True Seeing useless; it does a lot more than just find secret doors. But it stops finding those long before Legendary levels.
Knock runs into similar limitations. Spells don't scale as well as Skills into higher levels and difficulties. At the very least, they don't get the benefits of gear and the like.

sometimes you need a real rogue, you cant expect to find every secret door in the game well unless you buy the store item.. that finds everything for a price.
There's a Store item that finds secret doors?

Wow, that's a lot of negative attitude for a simple question.
As it happens, I did my search in the actual in-game Store. Turns out the DDOWiki article is misleading. The Store item (yes there is one.. and available in packs of 10 as well) has a 5 min duration.
Never completely trust your search engine results... nor DDOWiki.
Note: Even the listing in the Store could be wrong and the actual item could be different yet again. I wasn't going to buy one to verify the Store description. But at least that is from the actual game and current.
