Most people will tell you to buy Adventure Packs, which is a good idea, but try to get them on sale. And do your research. You want packs that a lot of people run and that give you something unique. No fun getting a Pack you can't find a group for.
Delera's Tomb is a good choice as it gives you the unique item, Voice of the Master, or VOM as you will hear it referred to.
If you get into playing DDO much, you'll find that your main character will be almost all you play. There are so many benefits to investing in a given toon long-term that those who go wide are doing themselves a disservice. Whatever variety you enjoy is better to get life to life rather than toon to toon. I ran multiple toons (and multiple servers) for a long time when I first started playing and I'm still regretting it. Investing in Character Slots is at best a bad starting place, and at worst a serious mistake you'll regret.
This is good advice. I'm one of those 'most' people. I wouldn't start with Delera's though. While the 5% XP boost is nice, you don't need it much on a first life toon. And working against Delera's is that it's a bit lower level than when you start hitting a dearth of F2P content and it's not just undead, but specifically a lot of undead with an additional DR (Damage Reduction), which makes it less than ideal for some toon builds.
While a lot of newer packs have come out over the years, I still recommend Gianthold and Vale as the two best first-purchase packs. Both land in the right level range, both are very popular, and both provide a great deal of variety in their quests. Regrettably, their heroic raids aren't as popular as they used to be, but that's the only real downside.
