Report a translation problem
When you say 'nothing happens', I assume you just mean to the objective, since you say it does send you to Stormreach. Did you leave anything unfinished on Korthos? Turn in all the quests? Talk to the bartender's daughter? Possibly pick up a Starter Siberys Spirit Cake?
I also assume 'the girl on Korthos' is the first mate on the edge of the dock.
One other thing to try would be to pick up any quest from a questgiver in the Stormreach Harbor and to talk to the Banker and Auctioneer.
Finally, just as confirmation, you've completed and turned in the quest "Misery's Peak" and were teleported back to the Korthos dock when it finished?
When I said nothing happens, I mean there is an NPC on the Korthos Dock named Rinar d'Thuranni (sorry I just realized it's a male elf, not female lol) that has a golden chalice over his head as if he has a mission for me. And I have a mission objective that says "talk to Rinar d'Thuranni". But when I talk to him all he says is to talk to Valeria Sinderwind to go Stormreach. The golden chalice never goes away and the mission never advances. Even after I take the boat to Stormreach it still says "talk to Rinar d'Thuranni".

I don't remember "skipping" anything though. As far as I know I completed all the missions on the island. It's very strange.
Sounds like you found a new flavor of a known bug, then. Unfortunate. Once you get to the point where the 'campaign objectives' are more intrusive than helpful, you can shut them off in Options and you won't have to see it any more. Fwiw.
Yeah so here is a screenshot of the issue. NPC has chalice over his head. No other dialogue options except talk to the girl and go to Stormreach. I have no idea...

Even though there could be some other trigger for the bug than what's listed on the wiki it's not worth the time to go running around checking all the possible NPC's you might have missed talking to. I don't think there's a reward for that objective anyway.
If any campaign objective window (the transparent one with the eye in the corner that pops up at times to direct you to a person or place) doesn't go away on it's own and it bothers you, you can move your mouse into the window and an "x" will appear in a box next to the objective, and you can click that to close it. I recommend doing that instead of turning campaign objectives off in the options unless those windows annoy you. They can be helpful even to vets at times. You should also be able to re-open those windows manually by clicking "track" from your quest journal when you're in the area of the objective.
For this one specifically, I believe that campaign popup window should go away on it's own when you go to The Harbor. The entry will remain in your quest journal, but you can ignore that.
This campaign objective system was added a while after the games release just to make things easier to find so it definitely has some flaws. The vast majority of those objectives don't have any rewards.
The next person you can get a reward from after leaving Korthos is a guard on the docks near where you appear where there are refugee's. https://ddowiki.com/page/Refugee_Toll

1. Went to Stormreach anyway.
2. Went back to Korthos thinking maybe that would reset everything.
3. When I got to Korthos the snow was gone and I got the proper dialog.
4. Completed the quest. Nice.
