As for population the guild ship travel, hall of heroes travel and popularity of some quests as opposed to others can skew population appearance.

If you're a new player, it may be best to just go with the default server. Or if you know you'll play at specific days/times definitely check the guild threads on the official forum.
Long answer:
I posted this yesterday in a different thread to answer a similar question, I'll elaborate below:
The reasons I said 'new and lvl 1-7,' are:
-new players have to start at lvl1 unless they buy access to iconic races which can start at lvl15
-This free (also purchasable) favor reward unlock for playing https://ddowiki.com/page/Veteran_Status let's players start new characters at up to lvl 7
-experienced players don't hang around those low levels for more than a few days; whereas a new player might spend several weeks getting through those levels.
There's no reliable data on server population except maybe Steam which (and only because it) only accounts for a small percentage of the total player base (So it's only reliable regarding a small percentage). If you do some searching you can find people who have monitored the "who" tab and recorded their findings. However, there are huge problems with that data:
-It gets outdated almost immediately because it can unpredictably change any day, any week, and any time simply because a guild or two take a break to go play a different game or come back, or Chinese New Year, or flu season or whatever...
-One Account can only monitor one server at a time and must be in game to do so.
-They're just manually counting players they see on the "who" tab when they are on the server. There's no way for players to see all the players who logged in that day or timers for how long they played. But cheers to them for trying.
I really can't remember which other server/s players from the EU split to. After searching, I'm seeing people claim different ones, but the consensus is that Ghallanda was the main one. The others may be pretty equal now for international population except perhaps Wayfinder which used to be the German server.
*Ultimately, server choice atm may not matter greatly unless you have specific play times. It's my opinion, but it's likely that they'll do something within the next two years again to join players, either another merge or figure something else out. I know there have been threads on the forums about this, but I don't keep up with them regularly.
