1 'Pet', your skeleton knight (also artificer defender, and druid wolf).
1 Summons, whether it be summon creature spell or create undead spell.
Additionally, while not summons exactly, you can boost your non raid party up to the maximum size of 6 people using henchmen.
1 regular henchman
1 special henchman, those receeved as part of a pre-order for a campaign pack, or with items bundle for campaign pack (some of these add to the flavour of a monster army, such as the scarecrow)
5 gold seal henchmen from ddo store.
So, sadly no "Army of Darkness' for necro, hehe.
Oh, I did try a pale master, druid, artificer once, but you can only have one pet out so that was a fail ;)

Depends. Even with all the past lives and feats to make summons more survivable, they simply aren't at difficulties from Elite up. And at higher levels, even on Hard, they're likely to die easily.
As a rule, DDO summons aren't a viable combat strategy.
