Yes. Identical. Every skill has its own tome(s) and all tomes overwrite any previously-used tome of lesser value. And in many cases, there's a tome that will 'boost' the value, but you must have the exact existing value (i.e. a +2 to +3 Spellcraft tome requires that you have already used a +2 Spellcraft tome).
For a skill, if you go to the Skills tab on your Character sheet and hover over the Total Mod skill value, it will show you how it's derived and if there's a Tome value, you can see it there.
You can see stat tomes you've used (and some oddballs like Fate Points, and the ones you get for Mysterious Remnant turnins) on the Feats tab under the Special Feats category:
A bonus to a stat will show as Inherent Strength (for example). To see what + value of Inherent Strength (the value of tome) you have, hover over the feat and it will say 'Acquired n times' where n is the Tome + value.
(You can hover over the stat on the Character screen and it will show you a tome value, but that will be the current effective bonus. Tome effects are level-dependent. As you level, more of the tome's + becomes available. So you might have eaten a +5 tome, but currently only have +3 of it affecting your stat.)

Yes. You might be Iconic and not be allowed (Iconics have to wait to 30). Otherwise, you might want to level to 30 and do an ETR (Epic True Reincarnate.. takes you back to 20) immediately followed by a TR, and thus gain both an epic and a heroic past life feat. Also, in order to TR you need either a True Heart of Wood (class reincarnate or TR) or a True Heart of Blood (racial reincarnate or RR). You can buy them in the store with DDO points, but most people farm Tokens of the Twelve (20 tokens buys a heart from Lahar in the Twelve). It might take you a level or two over 20 in the process of farming the tokens.
Your first heroic (TR or RR) reincarnate gives you 32 point build if you didn't already have it. The following two reincarnates add +2 points each, to a maximum of 36 point builds. So the only reason to care about unlocking 32 point builds is so that you can start a new toon with 32 stat points. It will never again matter to the toon that reincarnated.
Not sure where you've seen that definition. Your 'account' is your login name and password and applies across all servers. However, NOTHING transfers between servers except DDO Points (unless you do a server transfer of a toon, for some reason).
That being said, if you purchase something like a race or class, you get it on the account (i.e. across all servers). Whatever you're buying should be clear as to where it applies.
The only good reason I know of to have toons on multiple servers is to farm DDO points. There are bonus points for the first toon on each server to hit certain favor milestones, and that can be an easy way to accumulate a pool of DDO Points if you're F2P. And at the same time if you're new to the game it can be an excellent way to get a feel for each server in order to pick your home server.

The heroes teleport transport thing for sale in the store, is that useful, is it unlockable in game and if so how difficult to unlock it?
It's not useful. It would save aroun 5 minute in 1000 in game minutes
I saw there's an option to have loot be tuned for my class or completely random, any reason to set it to random?
Fun, and some builds use need intresting items. Melee wizards etc.
Stupid question but how do I rotate the camera so I can look at myself? I tried in mouselook mode and regular mmo mode but I cant get the camera to move from behind my dude.

*you can see your stats and skills increases from tomes if you hover over the stats/skills. it will show up inherent. if you can always go after the larger bonus. unless you're getting it for free.
*yes you could get unlimited points through tr. all you need to do is earn favor.
*you don't need to buy 32. you can earn that for free. 1750 favor i think. as a tr that is easy to get.
*yes per server or account. doing multiple servers could earn you extra points but the per server thing well that is only that one. So most might just farm or stay on one server

If you plan to play more than one character (not a great idea) or have bank toons, buy Shared Bank. It will allow you to more easily pass gear between toons as well as allowing you to pass BTA (Bound To Account) gear that would otherwise be impossible.
My current recommendation is to not bother buying bags. If you have Vale, you'll earn a Large Ingredients Bag with favor. In the Harbor quests, you can acquire small ingredients, collectables and gem bags from questgivers. You can buy medium bags from vendors in House J and P. Buy the Shared Bank: Crafting storage instead. Every time you go to a bank, drag your ingredients and collectables bags to the crafting storage tab and they will auto-empty of anything not BTC.. move that to a 2nd bag. At some point, you may decide you need to buy a bigger bag for the BTC stuff, but this lets you put that off. The Shared Bank: Crafting Storage is available from any barter UI, so it's convenient when you're crafting, for example.
I would also buy the (purchaseable) extra tabs in character inventory and bank, but you can do that on an as-needed basis (or when they're on sale). Ditto for extra shared bank storage. At some point if you play multiple toons you might also want at least one level of Shared Bank: Platinum storage as a convenient way to pass plat between toons, mail being limited to about 9999 plat per message.
There is only Normal difficulty for wilderness zones. The dialogs lie. There is no favor in wildernesses. The only reason to do a lot of wilderness slaying is if you lack enough quests to gain the XP to level at some point.
Skills have more or less value to different people. Without a point in Tumble, you cannot tumble, no matter what spells or equipment or whatever you might have. That's why that recommendation. Some toons might put more points there, but most toons are short on skill points for more-crucial skills. Rogues are the major exception. They get a high base number of skills and often take high Int for traps and/or Assassinate DCs, giving them even more skill points. But gear and such can often raise a skill high enough to be useful without expenditure of any or many skill points.
Heal and/or Repair are quite useful. Not only do you get more HP back when you shrine if the one you need is high, but Heal boosts all positive energy spells and Repair boosts all repair spells. If you can cast those, then points in those skills are valuable.
On swim we agree. Swimming faster isn't really important unless you don't have an Underwater Action item. And these days, everyone does. This was not always the case.
Artificers are every bit as competent as Rogues in traps and locks. The only real difference is that Rogues have Evasion and high Reflex saves and Artificers don't. If the trap box is in the middle of the trap, Artis often die.
