I suspect this is a result of the game beeing designed with current gen Consoles in mind. When you've only got 512 megs of RAM to work with (and it's 8 year old RAM tech at that), there's going to be a limit to how many car meshes you can pre-load into memory.
Sucks, but that's likely the reality of it.
You are also american and I'm not, I have the AU version so neither of us would be able to join each others games
