It is possible that Volition had no choice, if both Tara & Rebecca were not available when SRIV was being made, then they wouyld have had to switch VA. It could also be that due to budget constraints while still with THQ they could not afford the same VA's and had to switch to cheaper VA's... and couldn't switch back after being bought by Deep Silver.
It feels odd that all these high class actors and actress are in the game(includes majority of the bosses voices also coming back from SR3) but Tara and Rebecca did not come back.
