This works if your notoriety is low enough that the flying bike enemies aren't after you. If they are, do a mission or leave the simulation. Easiest ways
He's on the first two missions. The golden cids haven't appeared yet.
That didn't even occur to me, since I never had an issue with Notoriety early in the game.
Well then it's safe to say that my idea wont work lol.
It's obvious the Dev's intended for people to follow the first few missions slavishly before starting to run amok in the sandbox, because you don't get the tools and skills you need to evade a wanted level untill a good few missions in.
Can't say that i'm very fond of that design choice, but it is what it is, so just play the missions till the one pops up where the Golder-CID is introduced.
Once you've cleared that one, you can basically run amok as you please.
You can accidentaly bump into those gang activity-style thingies, and all the zin just start shooting you and you get plenty of notoriety. That is how it happened for me. If the devs did not want the player to gain notoriety at the beginning, they should have deactivated those activities.
* you're not shooting back or otherwise continuing to commit mayhem, and
* you're not sticking around an area they're trying to defend (esp, say, the Restricted Area).
So e.g. if you're on a rooftop and some weak enemy is plinking at you, it can be simpler to just wait it out.
It's when you escalate it by firing back that notoriety spikes.
It does not increase it, but it keeps it steady. So you cannot wait out if he has a visual on you.
Later edit: Actually, I think you do. I remember having 600 or so when asked to upgrade the car. The only thing you have to take care with is to have money left to upgrade the car as the mission requests.
You cannot complete the mission you are on because the first mission requires you to upgrade a car (amongst other things), and you cannot do that while having notoriety. That is the main issue, actually.
Yup, that's all true. And i'd agree that the Dev's might not have thought this all the way through, because you most certainly can get yourself into a lot of trouble that you are not yet equipped the deal with (and you very well might when you don't yet know all the games mechanics).
