Try these 2 options
1
a)Verify Local game cache(Usually somethings missing)
b) If its still not loading go into the folder where it is stored Programx86/SaintsrowIv and cut and paste the display config file into another folder and try verify again and it will download the display file
Then try launch it
2-Start saints row from the steam apps folder directly(Run as admin)
C:\Program Files (x86)\Steam\steamapps\common\Saints Row IV\display.ini
Open display.ini in notepad and change the value for Fullscreen to false (it should be the 4th option at the top of the file): Fullscreen = false
If you do not see it you can just write "fullscreen = false" into the display file.
Install both of them and try again
or Exit steam completley and go to the siants row folder got to the.exe file right click properties and chang compatability settings to run in 680x480 screen res
If the screen res changes when you launch undo the setting and change steam to launch in 640x480 res
The black screen Crash to Desktop upon Launch / Startup
If Saints Row IV PC randomly crashes upon launching the game, ensure or try the following:
Update your nVidia / ATI graphics drivers. Check our Technical References page for proper and official download links.
Turn off SLI / Crossfire then start the game. See if it stabilizes Saints Row IV PC performance.
Turn off your anti-virus software before launching the Saints Row IV PC, but make sure you turn it back on after playing. Make sure Windows Defender is also disabled.
Try using only one GPU first (turn the other one off via your nVidia / ATI graphics control panel)
Try running the game in Windowed Mode (frequently works for low-end PCs)
Disable anti-aliasing and filtering, restart Saints Row IV PC
Disable V-sync, restart Saints Row IV PC
Disable background apps, and turn off your anti-virus software
In Windows 7 right-click the Saints Row IV PC exe file, go to the ‘Compatibility Mode’ tab and check ‘Disable Desktop Composition’
Run through this list of general fixes, which will most likely resolve your Saints Row IV PC crash problems
If it Crashes right after pressing the ‘Play’ button
In Windows 7 go the Saints Row IV PC installation folder, right-click the Saints Row IV PC exe file, go to the ‘Compatibility Mode’ tab and check ‘Disable Desktop Composition.’ Then try running Saints Row IV PC once more.
