So even in three I had a terrible time doing these and getting anywhere close. 4 is even worse. I assume I am supposed to be using my powers somehow but I have no idea how. Did the easy one after a few tries but the hard one (for the unlimited sprinting side quest) where you have to get to 600k in six minutes. I don't get anywhere close and this is trying to use the places where you get extra adrenaline. Anyone have tips for this?

find some sort of highway or the train tracks = unlimited flopping around. as long as you dont' stop, the timer doesn't matter

The easiest way in SR IV I found was using multiplayer. As long as one of you is in the air, timer won't stop.

SYYK is right. Ignore the extra adrenaline zones, the key is to follow the major roads/highways. Bouncing on the pavement is OK, but hitting cars is the ideal, as they will add their momentum to yours and launch you much, much further/higher. Banking bounces off buildings is alright, and you lose a little less momentum that way than hitting pavement, but your overall strategy should be to stay in-line with the road and hit cars whenever possible. Unless you're hitting a car, always try to hit at as acute an angle as possible so you "skip" without losing momentum. As long as you avoid hitting buildings or signs at a head-on angle, you'll be able to bounce along pretty much indefinately.
