Julius Little Security Deletion missing

So I've done the quest "King Me" after which the game should unlock the Security Deletion Diversion to kill Julius Little and conquer a piece of Yearwood. The only conquest I still need to complete the City Takeover and so to obtain the achievement "How it should be".

To add proof that I should already have unlocked the Security Deletion Diversion to kill Julius Little is that I already obtained "Benjamin [CENSORED] King".

Does someone have a suggestion on how to unlock it?
Would be really appreciated
