Legacy is the way to go if you dislike content being cut out of the game.
Re-elected removed some dlc's and even some apparel in basegame is missing from re-elected aswell.
Re-elected is simply a pc-port of the re-elected console versions that's been out for years, and that for a bunch of reasons had removed content out of the game, mainly console and space limitations.
PC re-elected news over legacy complete edition is better compatibility with new windows systems, slightly different graphics (not better, just different) and having crossplay (and requiring epic to play online at all in turn).
Your choice if you prefer what re-elected has to offer or if you prefer the complete legacy edition instead.
