Normal Lockdown vehicle
Does anybody know where I can find a normal Lockdown vehicle?
I know I can unlock a chrome Lockdown, but I think it's not customizable; am I right!?!

you get it from one of the side quests.

I know it from a friend that I will unlock a chrome variant but not the normal version!
It seems that it is one of the rarest cars in SR IV!?!

There are a few SR3 vehicles that only exist as crome/wireframe rewards in SR4. The Rattler and the Phantom I know for sure. I think the Lockdown is one of those, as I've never encountered a "normal" one in game either.

There is a bug exploit that grants you limited abilty to customize uncustomizable vehicles, but IIRC The Chrome Lockdown you can only customize the one body color and one trim color channels. They all have the full stat upgrades you can access using the bug exploit though.

Is there an opportunity to enter into one of the vehicles while I am in this special kind of activity; I don't know the exact name but it's just a few steps left from the famous Broken Shillelagh!?!
Is ther also a normal Rattler or only the chrome variant, which I unlocked recently?

The chrome Rattler is the only Rattler in SR4. They don't spawn on the streets. Like I say though, you can customize it via the bug exploit.

In regards to the vehicle near the Broken Shillelagh, I/we need more specific info. What vehicle do you mean, exactly?

*Edit*, Wait, you mean the Meyhem challenge with the singularity gun, right? So you're talking about either the Zin Tank, or the police assault vehicle? The Zin tank is called the Destructor, and you can get one either by getting in one (yes: you can) and holding the N key to add it to your garage list, or by doing one of the other meyham challenges marked "tank meyhem" on the map.

Dunno about the police assault vehicle. Worth a try though!

*Edit 2* Just tried it. Can't seem to enter either the human tanks, or the police assault vehicle. Bummer.

Alright then I will delete the Rattler & the Lockdown on my vehicle list for SR IV!

.P.S. I tried this Mayhem challenge too, which I mentioned before, near Broken Shillelagh; I also cannot enter at least one of the vehicles in this challenge, I cannot understand why it won't work!?!

A little late maybe, but it is impossible to enter vehicles during the on-foot mayhem challenges. However, if you move the vehicle to the challenge starting point (carefully using supersprint), and spam the enter vehicle button after you fail/complete the challenge, you can enter the vehicle before it despawns, and can scan it once you've entered.

Do you still play at Saints Row IV? Did you manage to get Lockdown?
