Report a translation problem
Yep I got to that point a couple of months ago, just posted as kind of a last resort as I have no idea what else to try at this point. It just makes no sense. Its not like the game has been updated.
It could have been a windows update or a maybe bug in all the last few gpu drivers, however logically I would have expected at least a few other people to have similar issues with this game if it was down to those too as well as maybe other games (its possible other games might be affected, just not the ones I am playing so I obviously do not notice.).
I may install sr3 again just to see if that plays fine.

okay there is defo something up with my computer and the game engine that they are using.
Saints row 3 wont even launch for me, I get a blank screen, then it quits to desktop and even steam is being forced closed so I have to re-launch it.
Kind of even worse than 4, at least 4 launches and plays (well I say plays...its not playable :p)
Though I will confess the last time I tried to play 3 was on another machine. I have not tried it on this one, so it may be a compatibility issue. Though even if that was the case, it does not explain 4, which has worked fine.

That did not work however, I did notice something very odd, which doing the above has shown.
The Plot thickens......
if the game is not the active app, it seems to run fine, its only when you make it the active app it has issues.
With a dual monitor setup, if I click on a window on the 2nd screen, the game menu's and animations instantly speed up and run silky smooth. (also in game everything instantly runs smooth).
I can replicate the issue going down to 1 monitor and task switching, in the background you can see the game now running fine.
However the instant you make the game the primary window, it stutters like mad and the fps drops, so you cannot actually play the game.
Fullscreen is just a stuttering mess, though I cannot see if it plays smoothly when I task switch as naturally being full screen mode, it minimizes the game when I task switch.
It is very odd that if I task switch to another app, the game goes full speed. It just does not want to be the active program for some reason. It also does it in the menus, the text scrolling and the background animation jerk and stutter, as soon as you task switch they go silky smooth.
Hoping someone may have some other fixes to try.
Yeah i've had the same issue on multiple computers, when I got a new rig I thought it would fix it but found that it was still having very low unplayable FPS issues with Saints Row 3 crashing whenever I tried to boot it I found that even Agents of Mayhem was unplayable as it would crash after about 2 minutes playing every single damn time.
Thought i'd never be able to play SR3 again and decided to test if the remaster worked or not and thankfully it did but still not particularly happy that a 5 year old game is so broken that it can't even run despite Saints Row 2 working fine for me all these years later.
Doubt they are going to fix anything, especially considering how they managed their latest (and most likely last) release.
Edit: Just saw a recommendation to set steam to offline and it seems to have fixed all the issues for me but see that you already tried that. I hope you manage to figure out what is causing it, I know how frustrating it can be with how unstable the SR games can be.
Thank you, its just odd it seems to run fine when I task switch to another program, its almost like windows itself is getting confused over which one is the active program and not diverting the resources to it properly, if that makes sense.
I am certain a windows reinstall would fix it and If it was multiple games, then I would just reinstall windows. However it is just this 1 game, or at least it is just this 1 game that I play that has the issue.
Though I find it some what funny that Cyberpunk seems to run fine and this one does not, it should be the other way around :p
Even their support thinks its odd that I task switch away onto another monitor (or app if on a single monitor) then the game speeds back up, over 120fps, however when it is the active app the fps drops to 7.

Have no idea as not changed anything in computer setup. However I just thought I would try the game for the hell of it.
Its now running fine.
So it has to have been either drivers or a windows update which fixed the issue. I am leaning towards a windows update as I tried several driver versions, from drivers a couple of years old to the latest ones (at the time). Nothing appeared to work.
So I am pretty sure it was something in windows like the scheduler getting confused (the part of windows that deals with active/background tasks) , as no hardware has changed since having the issue.
It's to load the f****** prior beta version and it runs silky smooth. The problem? TAKE A GUESS. F*** EPIC DOG
No idea, I simply tried it a year later and it was just working fine. Pretty sure it was a windows update that initially broke, then another update fixed the issue.
I am just running the normal version. Glad you found a fix for yourself though :)
