Seems to help at the moment.
but now it crashes aufter the Logo videos.
The following is our "most stable" approach thus far:
Disable Steam overlay
Disable AMD Overlay (if AMD)
Run in compatibility for Windows 7
Run as admin (probably doesn't matter honestly)
Enable V-Sync

I failed to mentioned that under AMD's Radeon i've enabled "Radeon Chill" to lock the framerate min/max to my display's refresh rate

Some users have noted reducing the graphics settings but I've noticed no difference.
What seemed to make to largest perceived difference is setting up this mod:

I've also noticed that atleast between our two PCs mine seems to crash more often, but also has double the core count and I saw a post on steamcommunity about reducing the CPU affinity to 2 cores. I've found that setting the CPU affinity to 2 cores improves perceived stability but hinders performance quite a bit. 4 cores seems to be okay.
It's worth noting that both of our systems have 'opposing builds', Intel/Nvidia AMD/AMD.
Another fix that may or may not matter (probably doesn't matter since nothing is telling the engine to allocate more memory), we've also both patched our SaintsRowIV.exe using ntcore's 4GB patch, (Dawn of War Apocalypse Mod players will recognize it).

Note the intentional use of "perceived" above, I went from crashing every 20 minutes to playing for several hours straight until the most recent crash.
(PS: The Linux port of SRIV has none of these issues but also isn't the same version as Windows so Linux and Windows players cannot co-op.)
