Performance issues (ryzen 1700/RTX 2070)

after a long time i wanted to play another round of Saints Row IV but i really struggle to maintain the 60fps at all times. It sometimes dips even below 45fps.
My specs:
Ryzen 1700 @ 3.8ghz
RTX 2070
16GB ram @2800
Saints row is installed on a SSD
Win10

Fresh install didn't help. Installed GPU drivers new and so on. Nothing helped.
Is this just a SR IV thing or is my Hardware simply not compatible or does it just run like ♥♥♥♥?
I can live with 60fps but the drops below 45 without anything major happening seems wrong and most certainly feels wrong.

I have the same problem here, and I have a Ryzen 3700X and a 2070 Super. My GPU sits at about 40% utilisation and CPU at about 20%. Framerate tends to go to 100 fps but it badly dips below 60 especially when next to data clusters.

still haven't found the answere, sorry mate. Just got used to the bad performance.... kinda

I might have figured some stuff out. First, from task manager>details set the priority to high of saints row to high. Then change the affinity from all processors to 4 threads (use ryzen master to determine your best cores and select those). Then, in game put post processing to low and ambient occlusion to off. Doing these, I noticed more consistent fps.

Take it off the ssd SR4 is not meant for fast data transfer.
