Report a translation problem
The big thing to remeber is that this game was released pre-GTA but post-POSTAL so parents saw games as a 'threat' but not outrageus enough for M, plus there is a anti grafitte warning when they game boots up. This warning appears in the steam version too.
-edit when i say GTA i mean GTA3, GTA 1&2 are great and parents hated them but when the world of GTA3 hit, games would never be the same
Actually If you check out the original design for Night Trap that is part of how and why games started getting rated.
The GTA fanchise was only notorious for their solicitation of a much frowned upon, and oldest, profession.
Also. In the first stage of this game once you escape the police chief he will stand there pounding his feet and say "Damn!". But you are correct with the portayal of illegal activities. As well as being hunted and shot by the police.
Darn, I knew the police yell at you but coulded remeber if the cuss at all.

I just got passed the stages where Cube and Combo get picked up by the GG's and there is some swearing in those stages.

Sheriff says "Damn" when you escape from him and theres a song where a girl says "♥♥♥♥" in the background
And yes the vandalism of property and being hunted down by helcopter tank men might also add to the rating
However the GBA version of Jet Set Radio is rated E.
