That gets muddied abit because the Arisen is the only one who can actually kill The Dragon, and also Drakes (If I am remembering correctly). Testing all of the people is fine and all, but an army is useless because the Chosen One is the only one able to actually...kill them.
Not saying that take is wrong, but the message does get muddled.
The dragon isn't alone, though.
Sure, they can't beat him, but they can and are still supposed to fight back against the other creatures he and the current cycle brought with him.
To ask this question is to get loads of spoilers.
It's interesting enough, but it's communicated terribly.
The Cycle of Arisen, The True Nature of Pawns, it's all kind of put aside.

It is mostly. The guy we play as during the tutorial is the current seneshchal if you play in offline or are the very first arisen to face him after that in online mode it is the last arisen to beat him.
The dark arisen in DD:DA is a different case all together. Something was sending dark whispers and corrupted him into becoming what he became.
Wait, so the last person globally to beat the final boss became the final boss for the next person online?
I never knew that. That's such a cool idea.
