Pretty much. DD always had a "multiverse" thing going on. With the RIFT allowing Pawns to travel between worlds. And the whole layered world concept stuff.

Yes, is the technically correct answer. As it canonically could be both.
It's been stated numerous times in various interviews by Hideaki Itsuno himself. When he made the first DD, he could not implement many things he wanted due to hardware limitations of consoles at the time. Now with much more advancements, he's able to include all the things he couldn't in the first.
