Are you planning to play with it or just wait a little more? I think this modpacks looks really interesting in some points!
After this they updated the mod lucky scavenger which I think is certainly nice for people which use them.

You ARE able.. but you CAN'T buy this gear, because you just don't have the money... (And getting there in the first place as level 15- is also not that easy.)
Instead, I think high-end-gear should just have a similar hidden level-requirement as BBI-gear of DDDA. This would even more restrict the availablily and abiilty to use the gear.
And it's also everytime a "you" problem, if you can't withstand to just buy the gear.
On the other hand: You need to know this fact in the first place. If you are a new player, you certainly don't know, that this is possible. Well, if you are a veteran of DDDA, you might rush through the world and see, what villages are out there and what they provide. But as I said, that's a "you"-problem, then.
TLDR: I don't think, the abiltiy to buy high-end gear at the beginning of the game is realy a problem, because this is still difficult and the availability is still limited. Just through other means, than just the availability itself.
This doesn't mean, it couldn't be further restricted. But I'm definitly AGAINST the fact, that this just isn't possible anymore. (As I said, I think a solution would be to get a hidden level-requirement, where the stamina-drain is so significant, that even with the regeneration-mechanic of DD 2, it's just not realy possible to use it under-leveled.)
I'm not modder, though, so I don't know, if this suggestion is possible in the first place. (but why not, if it was passible in the first game...?)
Thanks Dragon. So it's really just a collection of other people's mods, just one that includes his own particular custom mod. Got it. It's a bit odd he doesn't just list the ones he's including but the installation guide has a pic. It looks like pretty much everything on the first couple of pages of nexus. Bit of a kitchen sink approach but they're all good. Personally I don't see the attraction but then I tend to play vanilla and just mod games incrementally when they start getting too easy or things annoy me. Can appreciate maybe more useful for people who haven't modded yet, but given how many he's included not sure Id recommend to a new player. Pretty big changes. I was kind of hoping he might have updated random encounters - it sort of works but its janky as hell. Still, can't have everything.
For instance there’s a mod to set the probability of being attacked when resting. Will later add a chance of loosing camp kit if you get attacked and I will try to edit the monsters attacking you with a probability of being attacked by a boss. A Lesser Dragon saying high when resting in unmoored world seems exciting.
I’m also balancing the stats of all enemies in the game so that they are coherent with you level and gear so that the game remain challenging.
I’m also currently finishing the loot system, which will likely be full random. I recently made a system where random chest gear drops depends on the area they are being opened in. And I’m currently adding a probability slider so that gear matches your class or your pawn class. Ideally, I eventually want to neuter all the fixed gear drops from chests as well to have a high replay value (it will be optional)
I’m doing all this with the help of Nicksponja, a seasoned DD2 modder, as I need some guidance to start dipping my toes in DD2 code base
I’m basically applying the same logic as GAMMA: use the good mods, balance everything, make my own mods.
Also I recall one of the monster randomisers had an issue where it risked spawning drakes in caves or similar and softlocking you - has that been solved?
Randomizer is not in the pack to avoid issues and imbalances
I don’t think mods affect performances in any meaningful way
