safe in flooded district: central rudshore

i have no clue where the safe in central rudshore is. i cant seem to find it, i got the combination which is 428 i think but i cant figure out where the damn thing is. i searched everywhere... please help me! would be cool if u could add a screenshot or a video or something that helps me finding it!

its in the water, as soon as you go in, head to the left hand side, drop down to the water, there is a basement, in the basement the safe has fallen thru the floors down to the water
