EDIT: Just checked... The settings are NOT remembered in offline mode... Seems a typical Bethesda problem - there was the sams issue in Elder Scrolls Oblivion ;-)
On the bright side, I'm very efficient at changing my settings now. Though a solution would be greatly appreciated.

After some messing around I figured out that the game does appear to SAVE your settings to the settings.sav file in the Steam/Userdata folder when you're in offline mode, but it only LOADS your previous settings from that file if you're in online mode. If you start the game with steam in offline mode it always reloads the default settings from the ini files.
I wouldn't be surprised if this turns out to be an anti-piracy feature rather than a bug and they conveniently forgot about steam's offline mode, meaning the legitimate users suffer, while the pirates have already circumvented the problem... =_=
Unlikely, as resetting one's settings is a relatively minor inconvenience rather than a game-breaking problem. It's probably just an oversight that will be addressed in a patch.
