Also, you can't take any hostile action near him, like kill a rat, or slide into him
So I don't think opening it is a deal breaker.
Once I'd done that, I was able to hand in the side-mission.
There were weepers in the basement, and thugs attacked them for some reason and became hostile, so I rushed there and killed all the weepers by myself and everyone stayed calm
I've tried hiding and waiting (even outside the area after entering it). I've tried "Do Nothing" after first talking to Slackjaw. I've tried various reloads and various paths through the area. I've tried rushing to the basement and tranquilizing the weepers (which causes me to be noticed, so I lose the ghost thing). I've tried standing in front of the guards so they can't kill each other. Nothing works. Through no fault of mine, I can't complete this mission. I don't understand why the developer hasn't fixed this bug.
EDIT: I also watched that same (first) guard spewing flame at the weepers kill HIMSELF because the flaming liquid apparently bounced off the bars back onto him.
EDIT 2: Got it! Instead of running in as fast as I could to try and beat the weepers causing trouble, I tried dawdling around in the outer part of the distillery. After a while, I noticed the guards inside the inner distillery looking around for things ("we've got a prowler"). At that point, I went in and talked to Slackjaw. Since the guards were out and about looking for me (no idea why), they couldn't attack the weepers and kill themselves. I got through both conversations, saved, and hightailed it out.
