Same here, And seen this problem as far back as November 2012.. It's hard to believe no one's managed to fix or patch this yet. :P
I gota fix it.
I just started a new post with the fail list for the D3D error.
It is asking for a screen setting that I cant do.
1024x768 is not an option on my video cards.
and trys to load msiexe that i understand is an AMD driver. My laptop is Intel.

I ran into this same problem, but then someone suggested Nøstalgia's Guide to stopping first-time setup (you can find it in they Guides section). Long story short, follow the guide, and then follow the steps again, but this time name the new value "VCRedist" (without the quotes) and set its data to 1 as well. I've launched and am running the game just fine.
