Do plants count as "cover" or not?

It seems like if i'm hiding behind bushes or big leafy plants that guards can't see me but watchtowers seem to have infinite vision in whatever direction they look, and ignoring nonsolid vision blocking things. Are things like plants supposed to stop line of sight or not?

well, when some planyts are hit with light, you can see some rays of light on the other side of the plant, introducing its shadow, when you add a human male into the bush and direct light peeps through the holes, with the outline of a man inside the bush if that made sense im glad i could help, if not then figure it out

lol! They can but it's kinda fickle and tricky to do right; I'd recommend avoiding using them for cover.
